From what I've read, the problem can be either part - not sure if there is any way to know for sure which part is the culprit before replacing the parts though. There is also another part that is related and could also be the cause of the problem - can't remember what it's called off-hand though. I avoid dealerships like the plague anymore! Like you said, it's probably covered under the emissions warranty, but since the part is so cheap and easy to replace (from what I've read) it does kind of make more sense to fix it yourself. Yeah, another one of those problems that shouldn't exist.
